Why did “Loosey Goosey” (Pamela Carroll) move from Special Education to Community Programs?

I came into possession of what looks like a handout to a presentation about autism (guessing from the title)? Unfortunately, these are all of the pages that were in the document. The front page says a lot:
Even more troubling, their lawyers claimed that they were complying with the ADA.TPIA Of all the places that should be accessible by disabled people, one would think that the Special Education Building would be in complain ace? The district was unable to produce documents regarding the age of the Special Education Building! The LTISD even allows their official vehicles to park in disabled parking spaces on a regular basis, even I informed them of their violations. The Office of Civil Rights found that the LTISD was out of compliance and the LTISD finally agreed to make the required modifications.
