Well, at least that is what we have recently been told.
My wife was told that unless she allow her driver’s license to be scanned she would not be granted access to our son at school.
That even includes meetings called by the administrators and teachers to meet at the school!
I happen to know of several parents who have not had to succumb to this potential identity theft liability.
I am all for safety, but did you know that private companies such as the one the LTISD contracts for this service are not held to the same legal standards of privacy as a government agency?
Therefore, every time you expose your data to private entity, you are exposing yourself to identity theft.
I don’t have to tell you about how rampant this crime has become lately.
Of course I asked for a copy of the policy regarding this district “requirement.” I was given a copy of FFF(REGULATION).
Strange, but this “REGULATION” is not posted on the LTISD Policy web site!
Other REGULATIONs are on the site, but not his one. Why not?
Rocky, you need to make sure that you post your policies and not just produce them when you get called on them or it might look like you were trying to keep us in the dark.
Did you know that REGULATIONs are not policy?
The Texas Association of School Boards (TASB), the organization which writes and/or templates all of the district’s policies (they host the web site containing the district’s policies) even says that REGULATIONS are not policy: “Moreover, these administrative documents are not intended to be used or acted upon by a district’s board of trustees. They are not policy. Rather, they are tools to help district administrators and other employees implement board policy.“
Note that REGULATIONS are “tools to help district administrators and other employees implement board policy.”
TASB even goes on to say that it is the Administration, led by Rocky, who generate REGULATIONS. Hum…..
I guess that FFF(REGULATION) is written in support of written Board approved policy FFF(LOCAL) (this IS posted on line) which neither mentions Raptor nor the imagined policy requiring that your driver’s license be scanned nor requiring that parents are allowed only two visits without being scanned.
Let’s see now, Rocky is supposedly in charge and responsible for the implementation of Board policies yet they are seem discretionary and arbitrarily enforced.

I have learned not to accept the word of the LTISD when they say “well policy says so …” You will find out often that these things are simply not true.
Now, let’s ask Rocky some questions regarding his REGULATION:
- Why wasn’t this REGULATION posted as are DBB(REGULATION), DED(REGULATION), and GKD(REGULATION)?
- What other REGULATIONS are you hiding from us?
- Why is the enforcement arbitrary, some are held to this “policy” and others are not?
- Why do you allow the policy to be arbitrarily applied?
- Where does FFF(REGULATION) address discretionary application of written LITSD Board policies?
- Where does the policy state that I must have my driver’s license scanned?
- What if a parent does not have a driver’s license?
- Where does the policy state that parents are allowed only two visits without being scanned?
Interesting, I cannot find answers to these and other questions in the document given to me.
Rocky, perhaps you can go back and amend your regulation to address these issues, specifically why you allow discretionary enforcement of policy.
Rocky, you should read your own policies, you are RESPONSIBLE! Rocky needs to explain these inconsistencies and the discretionary application of YOUR regulation.
Oh no, another arbitrary and capricious application of LTISD policy!
The LTISD should change their motto to “Consistently Inconsistent. Never Mind. Every Day.”
Here is but one documented example of arbitrary and capricious application of policies and procedures:

Did you know that the LTISD has policies prohibiting the use of cell phones and I-Pods? Once again, documented facts showing that the LTISD does not even follow its own written policies and procedures! Why?
Read the written policies and procedures of the LTISD regarding the use of cell phones, I-Pods, etc.:
The Lake Travis High School Student Handbook states that:
“Pagers, PDA’s and/or cell phones shall be allowed ONLY: before school, during passing periods, during lunch and after school. Cell phones, pagers, or any other electronic device are not allowed to be activated or used during class time. Storage of these devices in a vehicle on campus during or after the school day shall be permitted as well. The district is not responsible for any loss or theft and instruction will not be disrupted to search for a lost or stolen item.
Students with pagers, cell phones, or any other electronic devices that are visible or that emit an audible sound during occasions other than noted above will receive disciplinary action. Students with pagers or cell phones emitting an audible sound must have them turned off during class time, ceremonies or at other school-sponsored or school-related activities on or off school property for which activation would be a disruption to the occasion. Students observed utilizing text messaging, games, camera, video, or voice-mail service during instruction time shall be disciplined. If the infraction occurs during a testing situation, the student(s) involved will be held academically responsible for academic dishonesty, regardless of the messages being sent or received. Per district policy [FNCE Legal]: The owner or student’s parent may be charged an administrative fee of up to $15.00 for release of the device. (Page 19)”
The Lake Travis Middle School Stud net Handbook states:
“Radios, CD Players, Other Electronic Devices and Games, and Cell Phones
Students are not permitted to possess such items as pagers, radios, CD players, tape recorders, camcorders, DVD players, cameras, electronic devices or games at school, unless prior permission has been obtained from the principal. Without such permission, teachers will collect the items and turn them in to the principal’s office. The principal will determine whether to return items to students at the end of the day or to contact parents to pick up the items.
For safety purposes, the district permits students to possess cell phones; however, cell phones must remain turned off during the instructional day, including during all testing. The use of cell phones in locker rooms or restroom areas at any time while at school or at a school-related or school-sponsored event is strictly prohibited.
Any disciplinary action will be in accordance with the Student Code of Conduct and may include confiscation of the device. The school may charge the owner for the release of certain telecommunications devices [See policy FNCE.]”
I guess it is OK to have a cell phone or other electronic device at Hudson Bend Middle School since I cannot find their student handbook or any other document prohibiting electronic devices on line?
The district even refers to written Board policy FNCE which states:
“The Board may adopt a policy prohibiting students from possessing paging devices while on school property or while attending school sponsored or school-related activities on or off school property.”
Rocky, we need your help in explaining this one, amongst many others.
Just how many other policies and procedures has Rocky allow to be “overlooked?”
Rocky gets paid way too much to let things like this happen, especially this often.
