I got an anonymous letter from another concerned citizen who said: “Please post this on your web site.”

Well, did the LTISD ever fail on this! There were at least 511 names in the LTHS directory information that had opted out (or so they thought) from public disclosure of their contact information.

This sort of failure is becoming all to common.

Can the LTISD be trusted?

What is Rocky going to do about this? Does Rocky even know that they violated written LTISD Board policy?

Well, let’s see, here are the laws and policies that were violated, you can look them up for your self with the accompanying links.

Family Educational and Privacy Rights (20 U.S.C. 1232g) [the law which gives the authority to FERPA]

Armed Forces Recruiter Access to Students and Student Recruiting Information (20 U.S.C. 7908) [deals with directory information and release to Armed Forces Recruiters]

Texas Education Code (Education Code 26.013) [section of the Texas Education Code dealing specifically with Student Directory Information]

LTISD Board Policy FL(LOCAL) STUDENT RECORDS [Note that FL(LOCAL) says: "The Superintendent or designee shall develop and maintain a comprehensive system of student records and reports dealing with all facets of the school program operation. These data and records shall be stored in a safe and secure manner and shall be conveniently retrievable for use by authorized school personnel."]

How many more times must the LTISD be wreck less with records? Remember Susan Tolles was found to have violated confidentiality last year by the Texas Education Agency (TEA).

Just how did this occur and why weren’t proper safeguards (management from the top) put in place to ensure that this sort of thing did not happen again?

Will Rocky get another pay raise for his excellent management that lead to this disaster? Or was this just another one of those “little mistakes” which Rocky refers to?
